The Global Sovereign Debt Monitor 2025 identified no risk for an external debt burden for Mexico. But does this mean Mexico experiences currently no debt crisis? Not necessarily!

In the Global Sovereign Debt Monitor a debt crisis is defined as a situation in which a country’s debt threatens to destabilise its economy and limit the government’s ability to act, which puts the population’s basic economic and social rights at risk. The Global Sovereign Debt Monitor analyzes the external debt burden, but it emphasizes that internal debts can also become a problem, especially for countries in the Global South.

Dianx from Debt for Climate speaks about the internal debt burden in Mexico since 2018. Today, Mexico pays more money on debt service than on important investments in health, education and environment. Further, the distinction between internal and external debt is not always clear-cut: as in many countries, international actors such as BlackRock are increasingly investing in what is traditionally describes as „domestic“ debt – namely government bonds issued in the national currency. This trend is also visible in Mexico. Dianx and Malina Stutz from erlassjahr.de discuss challenges of this new dynamic and how to address them.

Furthermore, Dianx speaks about the illegitimate history of sovereign debts in Mexico. In 1994, the Mexican funds FOBAPROA (Fondo Bancario de Protección al Ahorro) was established to save private banks from bankcruptcy. FOBAPROA led to high inflation and poverty while it benefitted only a few private banks and families.
